Plans
Public prices your budget office can plan against.
No "request a quote" wall: Starter is free, Planner is $625/mo or $7,500/yr, Agency starts at $30,000/yr, Enterprise at $90,000/yr. Evaluation needs no procurement at all — your agency is already loaded — and every paid plan bills the way agencies pay: PO, invoice, net-30, ACH or check.

FAQ
Common questions
Do I need agency data — or procurement — to start?
Neither. Every US agency is already loaded from public GTFS, GTFS-Realtime, Census, and NTD sources, so you can open your own network and see real output today — before a demo, a quote, or an IT review. Procurement only enters when you're ready to buy.
How is the free Starter limited?
Starter is the full analytical workbench on public data — service health, equity, access, scenarios, and peer benchmarks — for up to 3 team members. Saving your work is where paid plans begin: saved scenarios, Title VI CSV/PDF exports, and scheduled insights start on Planner; operational connectors (APC/AVL, fare, scheduling), agency thresholds, and unlimited schedules belong to Agency and Enterprise.
How do we pay? Our agency uses purchase orders.
Exactly how you already pay vendors: send us a PO (or subscribe from your agency space with the PO number) and we invoice on net-30 terms, payable by ACH or check. We'll complete your vendor registration and W-9 on request, and we can support sole-source justification where your thresholds allow. Self-serve teams on Planner can alternatively pay by card.
Can HeadwayForge replace Remix / Swiftly / Optibus?
Yes for the planning workflow — that's the point of the Transit Planning OS: one workspace replaces the planning tool stack (service analysis, Title VI equity, scenarios, access, benchmarking, funding research). The honest caveat: scheduling, run-cutting, and live-ops dispatch stay with the tools built for them. During transition HeadwayForge runs alongside what you have, then absorbs the planning workflows — including your operational data, via the connectors on the Agency plan.
Evaluate it on your own network — free.
Open any US agency on public data and see service health, equity, access, and peer benchmarks before you talk to anyone.
